He works closely with clients, helping them understand the program’s requirements and facilitating their path to U.S. permanent residency. His expertise includes structuring EB-5 projects, ensuring compliance with immigration regulations, and supporting economic development in the U.S. Tarpley has been involved in various sectors such as real estate, hospitality, and infrastructure, contributing to the success of numerous EB-5 initiatives.

Sowmya Sridhar

Community Outreach Executive

Sowmya Sridhar, Community Outreach Executive and Advisory Board Member for Start-Up 405, brings 27 years of leadership in entrepreneurial growth and economic development. Start-Up 405, Cleveland County’s Center for Entrepreneurial Excellence, supports Oklahoma startups with resources, events, and professional development. Sowmya builds strategic relationships that drive business expansion and innovation. A University of Oklahoma College of Law graduate, she holds a Public Leadership Certification from the Harvard Kennedy School. With international experience in LATAM and APAC, she fosters sustainable, impactful growth.

Carmen McColl

Chief Marketing Officer

Carmen Miller McColl is the Chief Marketing Officer of Prospera Connect. Prior to this, she founded Heartland Trade Enterprises, LLP, specializing in procurement, international trade, and economic development. With over 20 years of experience in consulting and business development, Carmen has supported corporations, government entities, and non-profits in growth, acquisitions, and investment opportunities, helping clients meet multi-million dollar budgets. She is a native of Oklahoma City and a graduate of the University of Oklahoma.
